Nordic compute at risk, AI Act stalls, builders must act tonight

Finland loses half its nuclear capacity for six weeks, Norway’s AI Act is delayed until 2027, and a 55B NOK AI datacenter lands in Tydal; the network must decide how to secure compute and compliance tonight.

NEW ENERGY GAP IN FINLAND Loviisa and Olkiluoto 3 go offline together. From 10 September to late October, 2 100 MW of nuclear capacity is gone. That is 48 percent of Finland’s nuclear base, 15 percent of total electricity. The grid will hold, but prices will spike. Builders who need compute must plan for higher costs and lower margins during that window. NORWAY’S AI ACT DELAYED The government’s plan to mirror the EU AI Act by late 2026 is dead. A new consultation opens this autumn, a proposition is promised for spring 2027. Until then, Norwegian builders must follow EU rules if they serve EU customers, but the national regulator is not yet in place. Transparency rules on deepfakes and chatbots are already in force in the EU; Norwegian builders who ignore them risk fines. 55 BILLION NOK AI DATACENTER IN TYDAL Bitdeer and Volta sign a 16-year contract for 121 MW of AI compute, expandable to 24 years. First phase online by December 2026, second by Q1 2027. The site runs on 100 percent Norwegian hydropower. This is the largest AI datacenter in Norway, among the largest in Europe. It will serve an unnamed American AI lab and other customers. The network must decide tonight whether to build on this capacity or wait for Nordic-owned alternatives.
