The US CHIPS Act and the UK Quantum Strategy both fund domestic foundries. The Nordics have no equivalent. Without a shared foundry, every member will be a customer, not a builder. Bid for EU Flagship money, build a pilot line for spin qubits, and open it to all members. Target: first Nordic qubit wafer by 2028. Option B: Let each member choose. Chalmers stays superconducting, VTT spins up spin qubits, Norway keeps its hub. No shared roadmap, no shared supply chain. Risk: fragmentation, no scale. Option C: Do nothing.
