Only 4% of Nordic companies see meaningful ROI from AI today, BCG reports. That number has not moved since last autumn. The gap is not compute or talent; it is the distance between a polished agent demo and a production-grade loop that actually cuts cost or lifts revenue. Tieto’s 2026 survey of 600 Nordic IT leaders shows the same pattern. 72% have at least one agent in pilot, yet only 18% have scaled a single use case beyond the proof-of-concept stage. The pilots cluster in low-risk, low-reward areas: summarising meetings, drafting emails, generating LinkedIn posts. Meanwhile, the high-impact workflows, underwriting in banking, triage in healthcare, demand forecasting in retail, remain stuck in manual mode. Deloitte’s 2026 banking outlook confirms the bottleneck: fragmented data and brittle legacy processes, not the models themselves, are the real blockers. Finland is trying to break the cycle. EURACTIV reports that Helsinki has earmarked €250 M for a national AI Foundry, modelled on Microsoft’s Foundry but with a Nordic twist: every model fine-tuned on the platform must pass a public eval suite before deployment. The suite includes sector-specific benchmarks for healthcare, manufacturing, and public services, plus a mandatory stress test for Nordic languages. The first cohort of 12 companies began fine-tuning in June; results are due in October. Why it matters for builders. The Nordics are small enough to move fast, large enough to matter. If the Foundry pilots succeed, the eval suite could become a de facto standard for the region, lowering the cost of trust for every startup that follows. If they fail, the 4% ROI number will stay frozen for another year, and the next wave of capital will flow to defence tech or climate sensors instead. Action this week. Pick one agent pilot that has been stuck in demo mode for more than three months. Run it through a cold eval: measure latency, cost per call, and human-in-the-loop time for a full week. If the numbers do not improve within five working days, kill the pilot and reallocate the team to a workflow that already has clean data and clear KPIs. The Foundry eval suite is open source; use it as a template even if you are not in Finland.
